The starting point

When COVID hit, eBay Classifieds’ five Emerging Markets — Mexico, South Africa, Poland, Ireland, Argentina — saw demand shatter overnight. Spend data was siloed across Meta, Google, product feeds, and Google Analytics; the pre-COVID benchmarks everyone relied on were suddenly meaningless; and finance was cutting budgets blind to channel-level ROI.

The method

Within two weeks we unified Meta, Google, feed performance, and GA attribution into weekly-refreshed Tableau dashboards — one per market plus an executive view — with Looker Studio prototypes GMs could open immediately. Attribution was modeled per market (feeds dominated Mexico, paid search Poland), and we ran a weekly optimization cadence: pull Monday, analyze Tuesday, recommend Wednesday, shift budget Thursday.

The result

ROAS improved 10–18% across the five markets in six months — the range reflecting how optimized each was to begin with. Finance moved from across-the-board cuts to surgical reallocation toward channels showing recovery, GM reporting became self-service, and the weekly cadence proved valuable enough to outlast the pandemic as permanent marketing infrastructure.
